JHCE performed 50% and 90% biddability/constructability (BC) contract document review for purchase of two 43.175/57.5/72 MVA 230/115-13.8 kV generator step-up (GSU) autotransformers. The review included verifying compliance with NERC transmission interconnection and protection technical requirements and the requirements of the factory and field commissioning test programs.
JHCE has continued with this project during the construction phase and is presently working in a staff augmentation engineering project management role in San Francisco Public Utilities Commission’s Engineering Management Bureau (EMB) supporting procurement and construction of the GSU transformers as well as a generator rewind project for two 57.5 MVA Moccasin hydro units. Typical duties include engineering services during construction, acting as EMB’s representative for interactions with the construction management, vendor, and contractor teams, and performing factory acceptance testing for the GSU autotransformer. Other duties include performing planning, needs assessment, and alternatives analysis for upcoming balance-of-plant upgrades at Moccasin Powerhouse, such as the 13.8 kV switchgear and remaining protection upgrades associated with the 115 kV and 230 kV transmission lines.
